It does not seem very sensible, because their actual response times
may not be strongly correlated with ICMP echo RTT.

Why not measuring the actual response time instead, like DNS resolvers
do? Or using the TCP layer information (see
http://linuxgazette.net/136/pfeiffer.html for an example)?
